This is the working plan I used while figuring out how to upgrade Golly, without much in the way of additional educational comments. With it, he got in 10 of 13 QL200 implants.
Treatment and all base abilities maxed except Psychic maxed. Comp Lit was close to maxed; I use major implant upgrade times like this to also upgrade NCU and maps.
Special items this plan used: Tir rings, which are clan only, and two Virral Triumverate Eggs, which most level 97 non-alts don't have. Perhaps you could borrow them from a guildmate. All other equipment should be reasonably attainable by everyone.
